Definitely you can work with Q.bo offline. Q.bo one is open source and based on Rpi3 and Arduino. You can install pocketsphinx for example to use as Speech Recognition or install a virtual network to install the ScratchX version to use Q.bo offline.
Anyway we are working together with some backers to provide more features soon include offline versions. One of these new versions include Google Assistance into Q.bo or a trial of IBM Watson. Obviously in both case you need a wifi connection.
